Measuring developer productivity is a difficult challenge. Qualitative metrics offer a powerful way to measure and understand developer productivity using data derived from developers themselves. Conventional metrics focused on development cycle time and throughput are limited, and there aren't obvious answers for where else to turn.

Using tools such as Jira, which measures backlog management, it is possible to spot trends that are damaging to optimization. And like the Holy Grail, it has been elusive.
