“Server Utilization” is a nonsense metric

But is high utilization of servers is “good” and low utilization is “bad”? I would guess that “waste” in terms of unutilized servers is considered bad, and thus servers that have “higher utilization” are thus considered better. When these systems are not available or don’t work, I consider that a bad thing. Or maybe vice-versa?
